Why, in double parshiyos, are the aliyos not simply combined in pairs?

Why are parshat Noach and parshat Toldot named that way?
The Rambam (Seder HaTefillah) calls the two prashas "Eleh toldot noach" and "Ve'elah toldot yitzchak" keeping them parallel.
