Questions regarding the 14th of the first Adar (of the Jewish 13-month leap year) called Purim Katan - "Minor Purim", (or regarding the 15th - Shushan Purim Katan) which have minor holiday aspect to it. Traditionally, Tachanun, Keil Erech Apayim, Lam'nazteach, "Av Harachamim", "Tzidkas'cha" are omitted during the prayer services and fasting is prohibited.
