"Al n'tilat yadayim" on fast days

On Tisha b'Av and Yom Kippur, we are not supposed to lave our hands. Resultantly, on Tisha b'Av and Yom Kippur, do we say "baruch… n'tilat yadayim" in birchot hashachar?
