On Tisha B'Av we are forbidden from studying Torah (as per Taanit 30a) with a few exceptions (summarized here and the concept and certain implications are discussed here).

According to the opinions that say that we must learn directly after reciting the Birchat Hatorah, which explains the presence of the priestly blessing (as discussed here), material not included in the listed exceptions, should we be skipping that "learning" and therefore those brachot before P'sukei D'Zimra on Tisha B'Av?
