This question already has an answer here:

Do you fulfill the mitzvah of mishloach manot if you send to a person who is not Jewish? I assume not, because the passuk says, ומשלוח מנות איש לרעהו, "and sending gifts of food to one another," (Esther 9:22) and the words "one another" (איש לרעהו) imply a Jewish person.

Similarly, does one fulfill the mitzvah of matanot la'evyonim if he gives to a poor person who is not Jewish?

  • I believe the Ritva in Megillah (or maybe Bava Metzia?) says that if you give your matanos leevyonim to a Jewish distributor, and it ends up by a non Jew, that you've fulfilled your obligation – robev Mar 11 at 17:19
