It's supposed to be outside of our purview to say at all, since the angels say it, but we say it anyway, hence the whisper (not to hide it, but because we're embarrassed to say it when it's so inappropriate for flesh and blood) but on Yom Kippur we are like the angels, so we say it out loud.
