Although the child can claim the adoptive parents names as part of his or her own, the child is not a blood relative. So unless you know for certain who the genetic father is, the adoptee is assumed to be Yisroel.

(The issue was not weather, but a delay of approximately three hours -- time spent stuck on the train.) Would that be a different case, since the lack of collection could be an apology from the railroad?
