While it is the responsibility of the Beit Din to inform the convert and to make sure his intentions are sincere, the Beit Din, itself, does not get to decide whether they thought the convert was good enough. They serve as witnesses to his conversion, not as the gatekeepers. Does that mean that a Beis Din isn't required if we can trust the convert?
