M"B 493:5 permits shaving on Erev Rosh Chodesh Iyar when it falls on Friday (despite being during Sefira). This is notable because whenever Rosh Chodesh Iyar falls on Shabbos, Friday is also Rosh Chodesh. Thus M"B allows shaving on Rosh Chodesh, at least when it is on a Friday.

Rainwater and wellwater are both referred to in the Torah as Mayim. Dew is referred to as Tal, which is a distinct fluid from water. The difference is not chemical but rather it is due to the origin. They have the same halachic properties only because we have a tradition that includes dew on the list of Mashkin. There may be other halachic differences, a great subject for a new question, but the answer to this question is as I've written.
