I can see how this might be marked as off topic, if understood as asking for clarification about how he IRS enforces. However, I think what I am really asking is ON-topic and is essentially, "What is the halachic definition of 'enforced'". If someone feels that needs to be edited in to be clearer, feel free.

comment Is Presenting a recording to happen on Shabbos a psik reishah?
No. Psik reisha only applies if you do something on shabbos.

I just did....(mostly full)--if it was fully full it would be past the 15th anyway.

comment Difference in law between male and female adultery
Rather than not as severe, there is actually no concept of "adultery" for a man. Until a rabbinical decree somewhat recently men could marry multiple women.

Why automatically make the assumption that just because there are multiple opinions we need to be machmir?

comment What time does a bar mitzvah come into effect?
Presumably since we are lenient with rabbinic mitzvahs and strict with torah ones, perhaps it depends what he wants to do. I.e. If he wants to say kiddush for everyone, would probably need to rule strictly and wait until dark. Something rabbinic, can be lenient and wait until shkiya...

Totally not an answer, but I've always assumed you can because it's purely an "introductory psalm" not actually the beginning of benchting. To support that, it even comes before zimun, the call to benching.
