I do not know much about the point you mention. It just happened to me to code a site that calculates halahic times for some cities by their geographical position, so I know what formulas to use for calculations of MA times :) . Not more than that.

+1. @WAF: there is no problem with Tur, indeed there is a fixed period between moon cycles. 2 days is because of witnesses.

@Yirmeyahu Many times in Talmud when Amoraim are disputing about some non-halachik issues they just show "different sides of the same medal" and not actually contradict each other. See נתיבות עולם of Mahara"l where he explains lot of disputes that way.
