Dr Dror Fixler & Dr Amichai Radziner have a paper which is published by Bar Ilan University where they have a picture of such a document which was produced by Rabbi Shlomo Goren. It is called Harshaa L'Get. See Heichal Yitzchak by Rabbi Yitzchak Issac HaLevi Herzog from Chapter 35 up until Chapter 41.

@preferred: How does that answer my question? Many who do the haircut in Miron their birthdays are not even during Sefira. Many do their haircuts at home. Many, like you do it before the third birthday. I appreciate your comments, however they do not answer this question.

@preferred: There is no need for sarcasm. You can give your child a haircut whenever you want. There are many people that have this Minhag, and you should respect other peoples Minhagim, just like I respect yours. I am sure this question has arisen and that there are sources that discuss this.

Star-K in a discussion on falvorings says the following. So, civet (from the cat family) or oleic acid (from beef tallow) may not be batel. This would indicate that it is not Kosher.

Interesting. However on the OU website the following is quoted. "Engaging in what he termed “demystifying the process of checking vegetables and fruits,” Rabbi Steinberg declared that contrary to popular belief, “it’s not impossible to do". I guess perhaps Rabbi Steinberg disagrees with Rabbi Belsky?

Actually there is a Machlokes regarding this. There are some Chasidim (Munkatch, Zidichoiv and others) that do say Mashiv HaRuach Umorid Hatal during the summer months.

I am aware that there are those who as a Minhag do not purchase eggs on Pesach. If I recollect correctly it is a Minhag Yerushalayim which was adapted by many Jews both Ashkenazi and Sephardi. To the best of my knowledge there is no Halacha forbidding it.
