To the best of my knowledge there is no Halacha or Minhag that supports this policy. Perhaps this was instituted in your Shul to avoid giving an Aliya to individuals that are not Shomer Shabbos or for some other reason.

source that this is something one can violate Shabbos for. 1) A non Jew can easily do this. 2) He can borrow a different watch. 3) He can make sure to be on time some other way. 4) He can go to the hospital and wait there until the proper time without changing his watch.

@msh210: Suppose a potential convert says I accept the command of Shabbos, however I want to (a) wait another week, I just don't wanna now, or (b) I accept the command but it is too hard for me, I can't bring myself to - would any Bais Din accept such a conversion?

@user6641: To the best of my knowledge there is no issue with converts from the seven nations of Canaan or from Amalek. There is issues with converts from Amon, Moav, Mitzrayim.
