I have seen a Shul where they built an elevator in the Aron Kodesh and they had two levels. At times they raise the top level up or at times they lower it down. However there all the Sifrei Torah are facing front.

@DanF: Although the Chassidic Rabbis wear shtreimelach, white socks and long black robes, the Rabbi's often wear a felt edging on the Beketche which differentiates them from the Chasid.
