@DoubleAA I understood it to be saying the whole thing is a gzeras hakasuv. I remember learning a a chakira in yeshiva which is the default and which is the exception; the three or all the other mitzvos. [On the one hand the gemorah brings a limud for those three, on the other it brings a limud of "vechay bahem" etc. for other mitzvos].
