It can be assumed, but it can also be made explicit. When you talk about no longer being related to natural relatives, it's a touchy subject and in my opinion, the more explicit you can be, the gentler it comes off to someone who is new to that way of thinking.

@DanF My inference is that each parent wants the son to do something different. I understand this question is asking from the son's POV, but it sounds like the problem is having two different "managers" so to speak with different expectations... The managers in this case are on the same team and should likely discuss things.

I think that there are (a very few but) some Reform rabbis who do not require circumcision. There may be Renewal rabbis in that category, and perhaps Reconstructionist, but I think the vast VAST majority are not.
