Why “Moshe Moshe”?

When Hashem appeared to Moshe at the burning bush in parshot shamot perek gimil why did he call Moshe's name twice? He could have just said "moshe" ONCE!

Was Paroh at the start the same as the one when it says "there arose a new king" (Exodus 1: 8)? How many parohs were there during the 210 years.
