Washing before Davening - 1 or 3 times?

One must wash before each tefilah (S"A 92:4, 233:2). Do you need to wash 3 times before davening, or is 1 time sufficient?

Is there any particular reason the procedure for washing hands for bread includes pouring the water twice on each hand? Isn't once enough?
