Forgiveness on Rosh Chodesh

If Rosh Chodesh is a "Zeman Kapara" (time of atonement) as we say in the Mussaf prayers, why does it contain no selichot and no tachanunim? Why doesn't it (the day of Rosh Chodesh itself) resemble Yom ...
