If someone didn't light Channukah lights on the first night, does he/she then say the third blessing (Sh'hecheyunu) on the next night?

Yes. Recite birkas shehechiyanu on the second night after the regular two b'rachos. The same goes for any subsequent night if it is the first time you are lighting this year. (Shulchan Aruch Orach Chayim 676:1)

Is this true though if he said shehechiyanu the first night upon seeing someone else's candles? – Double AA Dec 7 '12 at 5:00
Cool Shu"t Maharam miRothenburg 57 says not to say it on lighting if you said it already on seeing the previous night. – Double AA Dec 7 '12 at 7:51
