When lag b’omer fell on a Sunday, it was permitted to take a haircut on the Friday before for the honour of Shabbos.

This year the first day of the three days of hagbalah also falls on Sunday and there is a custom to allow a haircut after dawn on that day. Is there a parallel permission to take a haircut on the Friday before for the honour of Shabbos?

The Ezras Torah calendar in which the laws are supposed to be based of the opinions of Rabbi Yosef Eliyahu Henkin, gives permission to groom on the Friday before Lag B'Omer but not on the Friday before the three days of hagbalah. I would assume the the difference is because in the latter case the Friday is Rosh Chodesh and many prohibit grooming on any Rosh Chodesh.

I looked at the first Rosh Chodesh in the calendar for 5773 and there is no mention of grooming. – mocdeg May 10 '13 at 22:12
