In Psalms 136, verses 17 and 18 refer to kings smitten or slain after Sihon and Og mentioned in verses 19 and 20. Why are the verses apparently out of historical order?

It's only out of order according to the commentary there (rashi?). Pshat is that they refer to kings generally and then followed by some specific examples. Edit: Radak seems to understand pshat like I said. – Double AA Oct 23 '12 at 21:05
